It sounds like you're properly connected to the that port on the board, and you've even validated that you're getting 12V on the 3 pins in the connnector (the rest should be ground). If you can respond to my earlier questions (GPU details + system HW configuration), we can see what can be done to possibly get you up and running. The 20-series have been a huge let-down .
Also, what is your full system configuration (particularly your CPU config)? The GPU is the one you linked, and has only the 8-pin connector. I did verify the cable is right, to the point of measuring voltage at the appropriate pins per a PCIe cable diagram I found. This is the place to ask!

Monitors don’t show anything. Sometimes the +2 pigtail can stick out a bit and not fully engage even thought the 6-pin is properly seated. Based on all the information you've provided, I think you've done all the correct troubleshooting steps. Just to verify, here's the pinout for the 8-pin connector. Some seem to require a 6-pin + 8-pin connection for power, others seem to only require a single 8-pin connection. There's simply too much variance in the 3rd party card designs to be able to make a statement like that. Unfortunately not all cards are created equally, and the GTX 2070 has undergone some subtle design changes over its short lifetime. GeForce is a tricky animal, especially in the workstation space.
