I would recommend not passing the bills that will help out your weapons offensive abilities since if you properly level your weapon it will take care of those stats for you (I.e if you have a Bow don't pass bills for your ATK ,and HIT on your. Without power-leveling, Disgaea games can be quite difficult (or, rather, tedious), but there are many things you can do to make things much easier on yourself.
